Summary of Career Accomplishments:
Before joining Martin, Blanck & Associates, Dr. Donovan was the Chief Medical Officer (CMO) for PricewaterhouseCoopers – Public Sector Advisory Practice (PwC PSP). PwC is a multinational professional services company with a network of firms in 157 countries, 756 locations and more than 208,100 people. The PwC network is the largest professional services firm in the world. The firm had total revenues of $35.4 billion in FY 2015, of which $11.3 billion was generated by its Advisory practice. The PwC Public Sector Advisory Practice is the Washington, DC based business unit of PwC. Key customers are the U.S. federal government and state governments. PwC PSP provides business advisory services, including risk, management and technology consulting. The federal health area of the PSP spans the Department of Health & Human Services, Department of Veterans Affairs, as well as the Department of Defense - Military Health System (MHS).

Prior to PwC, Dr. Donovan culminated 25 years of uniformed service in the United States Navy by establishing and leading the respective Governance and Restructuring organizations to oversee, coordinate and accomplish the Secretary of Defense directed reform of the Military Health System (MHS). Appointed by and reporting directly to the Asst. Secretary of Defense (Health Affairs), his office facilitated launch of the Defense Health Agency (DHA) which along with the medical departments of the Navy, Air Force and Army now comprise the major pillars of the MHS. Broadly, portfolio responsibilities included developing and task organizing transformational work focused on creating an enhanced integrated healthcare delivery system (IDS), engineering development of 10 new central shared services as well as fostering maturation of 6 new major regional healthcare markets across the U.S – the so-called enhance multi-service markets (eMSM’s). In scale, the current MHS enterprise is comprised of 56 hospitals, 360 outpatient facilities, and 280 dental clinics as well as multiple epidemiological research laboratories worldwide. The MHS, including its top tier health sciences university, employs approximately 156,000 military and civilian physicians, nurses, allied health professionals, educators, researchers, and administrative personnel positioned around the globe. This $50 (+)  billion per year system delivers care to more than 9.6 million beneficiaries through both direct care as well as the TRICARE commercially contracted healthcare program.

Dr. Donovan’s additional professional experience set is expansive. His work products have required coordination and synchronization with senior leaders in multiple U.S. Government agencies including, but not limited to, the White House, State Department, U.S. Agency for International Development (USAID), Health and Human Services, Centers for Disease Control (CDC) and the Intelligence community.  Further, previous positions encompass a broad array of nominative leadership responsibilities within the Department of Defense, Central Command and the U.S. Navy. Selected highlights include: Chief of Operations - International Health Division; Director, Future Plans and Strategies (M3/5F) - Navy Medicine; Force Surgeon, Combined Joint Task Force – Horn of Africa as well as serving on Hospital Board of Directors and Executive Steering Committees.

Additional Qualifications and Memberships:
Dr. Donovan received a Bachelor of Science degree (BioMedical Engineering) from Duke University, a Master of Arts degree from the Naval War College (Policy, Strategy & International Affairs) and Doctor of Medicine degree from the Medical University of South Carolina. His military recognition includes the Defense Superior Service Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Navy/Marine Corps Commendation & Achievement Medals and the Navy / Marine Corps Combat Action Ribbon in addition to other campaign, service and unit awards. Dr. Donovan is residency trained and board certified in Emergency Medicine and he also maintains an active clinical practice. He is a Fellow of the American College of Emergency Physicians, member of the American College of Health Care Executives and is a regularly invited contributor to the Council on Foreign Relations International Health Symposium series.
