Summary of Career Accomplishments:
Elizabeth Barrows joined Martin, Blanck & Associates in 2025, providing federal funding, project management, and regulatory support for academic and industry clients. With a master's degree in biomedical engineering, she brings two decades of experience in medical device and biologic product development in concert with the federal government, including in vitro diagnostics, blood products, and analgesics. Ms. Barrows’ extensive experience as a federal funding consultant includes significant interaction with the Legislative and Executive branches of the U.S. Government, particularly the Department of Defense and Health and Human Services. Over her 15+ year career in federal funding, she has helped her clients secure funding in excess of $100M.

Ms. Barrows' in-depth knowledge of Department of Defense funding opportunities and needs is grounded in her experience managing pharmaceutical research and development projects in Combat Casualty Care including blood products, resuscitation fluids, and analgesic drugs for the U.S. Army from 2004-2009. Due to the relocation of her active-duty spouse in 2009, she transitioned to federal funding and legislative consulting where she educated clients on the Labyrinthian process of securing Department of Defense and Biodefense related medical research funding.

Complementing this experience is extensive hands-on time in product development and regulatory affairs. This includes four years working with NASA and private industry on the development of biomedical sensors and robotics, a year representing the blood banking community as Deputy Director of Regulatory Affairs for AABB (Association for the Advancement of Blood & Biotherapies), a year managing pre-clinical development and testing for an Army-funded platelet-derived hemostatic agent and the successful 501(k) clearance of a Biomedical Advanced Research and Development Authority-funded respiratory sample collection device for influenza diagnosis.

Additional Qualifications:
Ms. Barrows received a Master of Science Degree in Biomedical Engineering and a Bachelor of Science Degree in Exercise Science from the University of California at Davis. Ms. Barrows has held a Project Management Professional (PMP) certification and a Regulatory Affairs Certification (RAC) and is certified under the Defense Acquisition Workforce Improvement Act (DAWIA) training scale at Level 3 in Science and Technology Management and Level 2 in Program Management.
